On Wednesday, January 29th, interested residents from Portsmouth, Middletown, and Newport gathered to learn about Bicycle Pedestrian Advisory Commissions (aka BPACs).
A program of “Ride Island University,” presented by Bike Newport and Toole Design, the program included a presentation, discussion, and breakout sessions about what BPACs are, the steps to establish one, the status of BPACs on Aquidneck Island, how they can be most effective in creating change in our local communities, and next steps. Among the attendees, 7 were from Newport, 3 were from Middletown, and 1 was from Portsmouth.
The participants at the event, which was held at the Middletown Fire Department, shared many reasons for attending. Some want more sidewalks and others want a safe, connected bike network across Aquidneck Island. Several spoke about access to local parks and green space without having to come into conflict with high speed vehicular traffic. Together we learned that an effective BPAC can help bridge the gap between municipalities and the public on these and other active transportation matters.
The status of BPACs on Aquidneck Island is mixed. Middletown has a very active BPAC that in recent years has been called by the Town Council to review and recommend active transportation considerations to road improvements and new development. Newport’s official BPAC is currently inactive; the City and State websites indicate the last meeting held was in September of 2023. Portsmouth does not yet have a BPAC, and interested residents are looking to change that! BPACs are official municipal committees, and are formed by an act or resolution by the City or Town Council.
During the breakout portion of the 2-hour meeting, participants discussed next steps in their municipality, and then reported to the full group, allowing for shared ideas, feedback and encouragement. We also discussed how three island BPACs could work together toward common goals and policies.
Participants left feeling excited and hopeful that their community’s BPAC could be a catalyst for change.
